James C. Pelley was born on November 18, 1885 in Casey County, Kentucky. He was the son of George A. and Sarah B. Rubarts Pelley. He entered the military service in Ohio and served in the U.S. Army during World War I as a Sergeant in Company E, 28th Infantry Regiment, 1st Infantry Division. He was Killed in Action on October 5, 1918 at the age of 32 and is now buried in Meuse-Argonne American Cemetery and Memorial, Romagne-sous-Montfaucon, Departement de la Meuse, Lorraine, France.
