Frank E. Manis was born on November 14, 1920. He was the son of Cora Belle Ammons Manis, and he was married to Mary Jane Gilbert Manis.

Francis served in the 41st Armored Infantry Regiment, 2nd Armored Division, as a Private First Class in World War II. He was Killed in Action on September 15, 1944, in Hollands Kroon Municipality, Netherlands, at the age of 23. PFC Manis is now buried in the Boyds Creek Cemetery, Boyds Creek, Sevier County, Tennessee, USA. He was one of the 65 soldiers killed in battle during the liberation of the Limburg region of the Netherlands and Belgium.
