Franklin L. Robinson was born on November 7, 1918, in Eureka, Greenwood County, Kansas. He was the son of Willis Louis Robinson and Cora May Swindler Robinson.

Franklin served in the 48th Fighter Squadron, 14th Fighter Group, as a Major and Pilot on the P-38 Lightning #43-28345 during World War II. On August 16, 1944, Major Robinson took off from Triolo airbase in Italy for a mission when he was shot down by flak and crashed at Quartier Brunette in the commune of Six-Fours-les-Plages. He did not survive.
