Joseph Edwin Leagans was born on March 11, 1918, in Cana, North Carolina. He was the son of Granville Edward Leagans and Mary Camilla Collette Leagans.

Joseph was a 1942 honor graduate of State College, Raleigh. He served in Company E, 2nd Ranger Battalion, as a First Lieutenant during World War II. He was Killed in Action on June 7, 1944, at the age of 26, at Pointe du Hoc, during the American assault on Omaha and Utah beaches in France. 1Lt Leagans is now buried in the Eatons Baptist Church Cemetery, Mocksville, Davie County, North Carolina, USA.
