Graham Paul Bright was born on September 4, 1912, in Wilkinsburg, Allegheny County, Pennsylvania. He was the son of Graham Bright and Pearl Wells Bright. He was the husband of Miriam Katherine Engle Schreiter.

Graham Paul was graduated from Annapolis in 1935. At the time of his death, he was serving as an assistant supply officer with the naval government of Guam, working in the administrative unit at Agana. He was killed by Japanese machine gun fire during the invasion of Guam on December 10, 1941, upon leaving the Government house. The USS Bright was named after him.
