Bill Ingalls Hoese was born on September 6, 1915, in Worthington, Greene County, Indiana. He was the son of Otto L. Hoese and Gladys Irene Ingalls Hoese. He worked as an assistant manager for poultry and egg producers. Bill enlisted into the RCAF in October 1940 and was selected for pilot training. He was posted to England, joining the #22 Operational Training Unit in September 1941.

On October 14, 1941, his crew took off from RAF Wellesbourne Mountford for a navigation exercise. The crew encountered poor weather conditions and while flying in the cloud, they lost control and dived into the ground at 10h44, not far from the Gloucestershire-Oxfordshire border about 1 mile west of Cornwell, 3 miles west of Chipping Norton. Sgt Hoese was killed in the incident as well as other three crew members.
