Arthur Francis Horning was born on August 4, 1919, in Irondequoit, Monroe County, New York. He was the son of Elizabeth Horning. He was the husband of Eleanor Lillian Muenster Yattaw. He attended Holy Redeemer School and Edison Technical High School. He worked as a driver for the Odenbach Shipbuilding Corporation before enlisting in the service on May 19, 1944, and received his training at Fort Knox, Kentucky, and went overseas in December. He served in Company D, 777th Tank Battalion as a Private First Class during World War II.

PFC Horning was Killed in Action on April 14, 1945, during the Battle of Weißenfels in Germany. He is now buried in the Netherlands American Cemetery and Memorial, Margraten, Eijsden-Margraten Municipality, Limburg, Netherlands.
