The site features a monument and marker commemorating the U.S.–Philippine submarine operations that supported the Philippine resistance against Japanese occupation, with particular emphasis on the historic landing of the USS Stingray (SS-186) at this location, the first successful submarine landing in northern Philippines, which delivered weapons, supplies, and Filipino-American commandos to support Ilocano guerrillas and help hasten the liberation of Luzon during World War II.

The USS Stingray Memorial is located at the northernmost coastal tip of Pagudpud, in Barangay Caunayan, overlooking the West Philippine Sea. It lies north of Saud Beach near Manila North Road/ AH26 and is reached from Pagudpud town proper by a short northbound drive followed by a brief walk from the roadside, typically taking 10–15 minutes.
