The memorial remembers the American Expeditionary Forces (AEF) Services of Supply (S.O.S) Advanced Base # 1, also known as 'Camp Williams' which was located at this place from 1917-1919.
Per "American Armies and Battlefield Europe" (1938), The base at Is-sur-Tille was the Headquarters of Advance Section of the Supply & Services (S.O.S) in 1917 from which more than 1 million soldiers were supplied at one time; included the largest bakery in the AEF; Ordnance School and Shops; Air Service intermediate depot; artillery camp; and an important center of railway construction.
This memorial was dedicated in 2008.

LE CAMP AMÉRICAIN D'IS-SUR-TILLE
En ces lieux, de septembre 1917 à mai 1919, s'étendaient les gigantesques installations de la base avancée américaine n°1, dont l'immense gare régulatrice permit l'acheminement vers le front des hommes et du matériel qui hatèrent l'issue de la guerre.

THE AMERICAN CAMP OF IS-SUR-TILLE
From September 1917 to May 1919, the huge installations of American Advanced Base No. 1 stretched across this site. Its immense railroad yard facilitated the flow of men and material to the front;
thus hastening the end of the war.
