From the US Navy Heritage Museum website:
The U.S. Naval Air Station at Treguier, France, was established in November 1918, commanded by Lieutenant Augustus M. Baldwin. The northwestern France location was used as a seaplane station. The rise and fall of the tide on the river and the steep incline of the shipway at the former French station necissitated an unsual method of launching flying boats. To prevent planes from immersing nose-first, men put the aircraft into a cradle on the tracks then eased the aircraft into the water by a line. The station was disestablished in January 1919.
