A brass inscribed plaque of the city with an inscription attached to a stainless steel base about 7 feet tall.

The memorial remembers how the 104^th Infantry Division spared the city further destruction in April 1945.

The Commanding General  of the 104^th Infantry Division, Major General Terry Allen, negotiated with the mayor of Halle and Felix Count Von Luckner, the famous explorer, for the town’s surrender and thus spared  its destruction. In April 1945, through prudent action, our city was persevered from total destruction by bombardment.
