Columbus Franklin Snodgrass was born March 22, 1894, in Piggott, Arkansas (Clay County), son of William A. Snodgrass and Sarah Delana Ferguson.

In 1900, Frank, age 6, born March 1894 in Arkansas; was living in Chalk Bluff, Arkansas (Clay County), with his father, William, a farmer, age 46, born January 1854, in Illinois; and his mother, Sarah D., age 44, born January 1856 in Illinois. The census shows that William and Sarah had been married 25 years and had given birth to 11 children, of which 8 were still living. Living with them were Frank and five siblings: Johnny H., age 14, born August 1885 in Illinois; Sarah E., age 11, born March 1889 in Arkansas; William, age 7, born June 1892 in Arkansas; Charlie E., age 4, born January 1896 in Missouri; and James H., age 2, born January 1898 in Missouri.

In 1910, Frank, age 18, born in Arkansas, was living in Brown, Oklahoma (Seminole County) with his father, Will A., a farmer, age 57, born in Illinois; and his mother Sarah, age 56, born in Illinois. The census shows that William and Sarah had been married 33 years and had given birth to 11 children, of which 7 were still living. Living with them were Frank and three siblings: William Jr., age 19, born in Arkansas; Charles, age 14, born in Missouri; and Jimmie, age 12, born in Missouri; all working as farm laborers. Also living in the household was William Sr.'s niece, Valing, age 14, born in Illinois.

On June 5, 1917 in Bryan County, Oklahoma, Frank registered for the World War I draft. He listed his age as 23; his birthdate as March 22, 1894; his birthplace as Piggott, Arkansas (Clay County); his current residence as Caddo, Oklahoma (Bryan County); his marital status as single; and his occupation as farming.

Frank listed Caddo, Oklahoma (Bryan County) as his hometown when he completed his military paperwork for the U.S. Army. In 1918, Frank was killed in action in France in World War I.
