Charles R. Foley was born on May 20, 1891 in New Point, Decatur County, Indiana. He was employed as a railroad telegraph operator until he entered the Army. He served in the U.S. Army during World War I as a Private in Company I, 28th Infantry Regiment, 1st Infantry Division. He was Killed in Action on October 10, 1918 in France at the age of 27 and is now buried in Crown Hill Cemetery, Indianapolis, Marion County, Indiana, USA.
