Dudley E. Bisbing was born on November 28, 1925 in Schenectady, Schenectady County, New York. He resided in Delaware County, Pennsylvania prior to the war. He enlisted in the Army on January 12, 1944 in Philadelphia, Pennsylvania. He was noted, at the time of his enlistment, as being employed as a Draftsmen and also as Single, without dependents. Dudley served as a Private First Class and Radio Operator of an aircraft in the 1328th Army Air Force Base Unit, U.S. Army Air Force during World War II. He was declared "Missing In Action" in the line of duty of a non-battle related incident during the war. His name is commemorated on the Walls of the Missing, Manila American Cemetery, Taguig City, Philippines.

Dudley was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is also commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
