Melvin Willis Fogg was born on July 19, 1920 in Pennsylvania. He served in the 341st Bombardment Group as a First Lieutenant during World War II. Melvin died on March 17, 1945 at the age of 24 and is now buried in the National Memorial Cemetery of the Pacific, Honolulu, Honolulu County, Hawaii, USA. He also has a cenotaph located in Forest Lawn West Cemetery, Charlotte, North Carolina.

Melvin was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China but death date is inscribed as 1945-03-05.
