William Samuel Rae was born on March 10, 1923 in Seattle, King County, Washington. He attended Jefferson Elementary School, James Madison Junior High School and West Seattle High School. He worked at the Seattle-Tacoma Shipyard before joining the Army Air Force Transport Command November 19, 1941. Lieutenant Rae flew the Chinese-Burma hump before his death at the age of 21 years. 2Lt Rae was killed August 23, 1944 in a plane crash near Kumming, China. He is now buried in the Forest Lawn Cemetery, Seattle, King County, Washington, USA.

He was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
