Cecil Allen Weaver was born on June 9, 1915 in Big Spring, Howard County, Texas. He was the son of Tilman Driscoll Weaver and Charlene B. Brock. Before entry into the service, FO Weaver was a civilian instructor at Stamford for two years and for a time at Avenger Field before going into the Air Transport Command.

F/O Weaver, who presumably was flying the famed Hump between Burma and Chinese bases, was reported killed in line of duty on Feb. 4, 1945. He was a transport pilot. He is now buried in the Jefferson Barracks National Cemetery, Lemay, St. Louis County, Missouri, USA in a common grave with his crew.

Cecil was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
