Eugene Richard Westphal was born on September 19, 1921 in Onida, Sully County, South Dakota. He was the son of Gustave Theodore Westphal and Anna Charlotte Bierman Westphal. He served in the US Army Air Forces as a Private First Class and Crew Chief of an aircraft during World War II. He died on June 21, 1944 in China at the age of 22 and is now buried in the Fort Snelling National Cemetery, Minneapolis, Hennepin County, Minnesota, USA. He also has a cenotaph located in Onida Cemetery, Onida, Sully County, South Dakota.

PFC Westphal was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
