Elmer Lee Chancellor was born on July 17, 1919 in Iowa. He was a 1937 graduate of Thomas Jefferson High School, Council Bluffs, Iowa. Elmer was assigned to the 118th Tactical Recon Squadron and Pilot of an aircraft during World War II. He was killed when his airplane crashed into the river near Anking, China. His name is commemorated on the Walls of the Missing, Manila American Cemetery, Taguig City, Philippines. He also has a cenotaph located in Memorial Park Cemetery, Council Bluffs, Pottawattamie County, Iowa.

2Lt Chancellor was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is also commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
