Wiley E. Hawkins was born on March 1, 1921 in Fairmont, Marion County, West Virginia. He was a graduate of Munhall High School. He had been an instructor in Florida and went to India in November 1944 and thence to China. He served in the 74th Fighter Squadron, 23rd Fighter Group as a Second Lieutenant during World War II. He was declared "Missing in Action" on January 15, 1945 and is commemorated on the Walls of the Missing, Manila American Cemetery, Taguig City, Philippines.

2Lt Hawkins was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is also commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
