Frank Moore Ross was born on February 16, 1917, in Pennsylvania. He enlisted in the Army on August 5, 1940, in Wilmington, Delaware, prior to the war. He was noted as being employed as a Baker and also as a Single, without dependents.

Frank served in the 365th Fighter Squadron, 358th Fighter Group, as a Pilot of the P-47 #42-76498 during World War II. On April 11, 1944, he took off at Station 411 airfield in High Halden, England, for an airfield attack in France. At 06:15 PM, he was shot down by flak and crashed in La Drouais, Nouvoitou, France. Unfortunately, he did not survive. He is now buried in the Odd Fellows Cemetery, Smyrna, Kent County, Delaware, USA.
