Woodville Jefferson Rogers was born on July 27, 1890, in Manchester, Tennessee. He was the son of John Henry Rogers and Georgia Dunn Rogers. He was the husband of Florence Stoker Dimaline.

Woodville later moved to Melissa, Texas. He served two terms as a state representative, starting in 1915, then was elected a state senator.

He waived exemption from service and became an Air Force lieutenant. He was an observer in the plane credited with discovering the "Lost Battalion" in World War I.

After the war, he returned and served out his state senatorship. He moved to San Antonio in 1922 and associated himself with Carl Wright Johnson and C. S. Slatton in a law firm. Slatton later left the firm, which was dissolved in 1946.

Woodville was once called "the best Democrat in the state of Texas." He died unexpectedly at his home on September 25, 1952. He is now buried in the Sunset Memorial Park, San Antonio, Bexar County, Texas, USA.
