Lawrence Burl Phillips was born on November 25, 1922, in Welch, McDowell County, West Virginia. He was the son of Glen Erbie Phillips and Ruby M. Criner Degenhart.

Lawrence served in the 331st Bomber Squadron, 94th Bomber Group, Heavy, as a Staff Sergeant and Right Waist Gunner on the B-17 #42-3071 during World War II.

On July 14, 1943, his crew took off at 05h45 from Station 468 in Bury St. Edmunds, England, on a bombing mission to Le Bourget. Shot down by Fw190 fighters, the aircraft was partially evacuated at 08:15, just before another fighter attack. Because of this, their aircraft crashed and exploded. The place of the crash was a railway track near the station, in the commune of Louvres. The incident killed two members of the crew, including SSgt Phillips. He is now buried in the Union Cemetery, Columbus, Franklin County, Ohio, USA.
