Charles Joseph Neubert was born on April 12, 1920, in Winfield, Union County, New Jersey. He was the son of Christopher J. Neubert and of Mary C. Neubert, of New York City.

Charles served in the 405 Squadron of the Royal Canadian Air Force as a Flight Sergeant during World War II. He was Killed in Action on October 2, 1942, when his plane, Halifax II DG228, was shot down over the Dutch coast, while on a mission to the German city of Krefeld, and crashed at 22h49 on Vredebest Farm near Noordwijkerhout (Zuid Holland) 16 km SSW of Haarlem.
