Charles Ralyea McAllister was born on July 3, 1920, in Washington, District of Columbia, District of Columbia. He was the son of Charles Eldredge McAllister and Clutha M. Ralyea Leuthold.

McAllister attended Lakeside School in Seattle, being president of the student body and receiving the award as the boy who contributed the most life to the school year. He was co-captain of the Lakeside football team which was the undisputed secondary school champion of the Pacific Northwest and Hawaii. He won a scholarship to Princeton University, where he played on the freshman team, for the last three years on the varsity. At the end of his sophomore year, he was elected to membership in the Charter Club. Majoring in Political Science, he graduated in June 1942.

He went through boot camp and basic training at Quantico, California, and was ordered from there to Camp Elliot, San Diego, where he was a machine gunnery instructor. He applied for duty with the First Marine Raiders and was accepted, becoming a member of that distinguished combat unit. Upon graduation from college, he had the choice of going into the diplomatic service and being sent to South America or becoming a member of the F.B.I. He chose the Marines as he wanted to be in combat.

He served in Company D, 1st Battalion, 4th Marine Regiment, 1st Provisional Marine Brigade as a First Lieutenant during World War II. He was Killed in Action on July 21, 1944, during the Battle for Guam.
