Fred Percy Newton was born on October 31, 1889, in Painesville, Lake County, Ohio. He was the son of Charlie B. Newton and Anna J. Garner Newton.

He served in the 2nd Battery of the Field Artillery Replacement Regiment as a Private during World War I. He contracted pneumonia and within twenty-four hours after being admitted to the hospital La Courneau, Camp Hunt in France, he passed away on September 24, 1918. He was temporarily buried in the historic cemetery of Gironda, France, and transferred to Evergreen Cemetery, Painesville, Lake County, Ohio, USA.
