Arthur Mann Hooper was born on August 20, 1900, in Allentown, Lehigh County, Pennsylvania. He was the son of Henry A. Hooper and Charles Dohrman. He was married to Rosalie Paul Barclay Poumairat. They had two children, Rosalie Hooper and Walter Hooper.
Arthur was a student at Central High School in Newark when he completed his draft registration for World War I on September 12, 1918. After the Naval Academy and three years of service, Arthur resigned to join the Bell Telephone Company of New Jersey as an engineer. Arthur reenlisted in the Navy in 1942 as a Seabee. He served in the United States Naval Reserve as a Lieutenant Commander during World War II. He was Killed in Action on August 2, 1944, during the liberation of Dol-de-Bretagne. He was buried at Normandy American Cemetery and Memorial, Colleville-sur-Mer, Departement du Calvados, Basse-Normandie, France.
