James Garland Hoy was born on February 22, 1920, in Pangburn, White County, Arkansas. He was the son of James Oscar Hoy and Minnie Paralle Howell.

James served in the 320th Infantry Regiment, 35th Infantry Division, as a Private First Class during World War II. He died from his wounds received in battle on August 3, 1944, during the liberation of Pont Farcy in France. PFC Hoy is now buried in the Brittany American Cemetery and Memorial, Saint-James, Departement de la Manche, Basse-Normandie, France. He also has a memorial marker at the Pine Hill Cemetery, Jonesboro, Craighead County, Arkansas, USA. He was awarded the Purple Heart.
