Elmer Carl Levo was born on January 25, 1907, in Collinsville, Madison County, Illinois. He was the son of Peter Levo and Laura Cossana Levo. He was married to Emma L. Wyatt Kamm.

Elmer served in the 116th Infantry Regiment, 29th Infantry Division, as a Private during World War II. He was Killed in Action on August 8, 1944, during the liberation of Vire, France. Pvt Levo is now buried in the Brittany American Cemetery and Memorial, Saint-James, Departement de la Manche, Basse-Normandie, France.
