James Edward Chandler was born on March 27, 1922, in Concho, Concho County, Texas. He was the son of Mattie L. Wilkes Chandler. He was married to Frances "Ruth" Pinckney Blauer. He worked as a truck driver before enlisting in the service on November 7, 1942. He served in the 601st Bomber Squadron, 398th Bomb Group, Heavy, as a Technical Sergeant and Engineer of B-17 #43-37874 nicknamed ''Georgia Peach'' during World War II.

On September 10, 1944, he sustained a serious injury from flak to his left side during a mission. One record also mentions he was struck by a vehicle, indicating possible complications or a separate incident. A hospital record shows he was admitted that month for a non-battle injury and died on October 23, 1944.

TSgt Chandler is now buried in the Cambridge American Cemetery and Memorial, Coton, South Cambridgeshire District, Cambridgeshire, England. James E. Chandler's name is inscribed on the Anstey Window Memorial in Panel 2 (center), on Butterfly 21, in the top right wing (section B).
