Philip Seltzer served in the 602nd Bomber Squadron, 398th Bomb Group, as a Second Lieutenant and Bombardier of B-17 #42-102543 during World War II.

On October 28, 1944, during its 54th mission targeting Münster, Germany, the aircraft was struck by enemy flak over the target area. The damage led to the aircraft crashing near Uelsen, in the Bentheim region of Germany. Of the crew, two were killed in action, while seven members survived and were taken as prisoners of war.

2Lt Seltzer was Killed in Action and is now buried in the Mount Hebron Cemetery, Flushing, Queens County, New York, USA. Philip Seltzer's name is inscribed on the Anstey Window Memorial in Panel 2 (center), on Butterfly 6, in the bottom right wing (section D).
