Floyd Layton Phillips was born on April 16, 1921, in Putnam County, West Virginia. He was the son of Eldridge Davis Phillips and Bertha Alice Persinger Phillips. He served in the 318th Infantry Regiment, 80th Infantry Division, as a Private First Class during World War II.

PFC Phillips was Killed in Action on August 18, 1944, during the liberation of Argentan, France. He is now buried in the Normandy American Cemetery and Memorial, Colleville-sur-Mer, Departement du Calvados, Basse-Normandie, France.
