Chester E. Teel was born in 1923, in Nazareth, Northampton County, Pennsylvania. He was the son of Raymond David Teel and Irene V. Kemmerer Teel. He served in the 702nd Tank Battalion as a Private First Class during World War II.

PFC Teel was reported Missing in Action and officially declared dead on August 18, 1944, during the liberation of Argentan, France. His name is memorialized in the Tablets of the Missing in the Brittany American Cemetery and Memorial, Saint-James, Departement de la Manche, Basse-Normandie, France.
