Merlin Ingels Carter was born on February 9, 1904, in Urbana, Champaign County, Illinois. He was the son of Charles Otis Carter and Eva Lena Jameson Carter. He was married to Lois Maxine Christensen Carter. He began his military career in the Army Air Forces during World War II, eventually rising to the rank of colonel. Carter served in the 351st Bombardment Group of the Eighth Air Force, as the Commanding Officer from March 30, 1945, until August 28, 1945.

After the war, he continued his service before retiring in 1959. His last position was Head of the Department of Military Science at the University of Oregon in Eugene. Col Carter died on May 19, 1963, and is now buried in the Rest-Haven Memorial Park, Eugene, Lane County, Oregon, USA.
