Eddy Vernon Fenner was born on April 16, 1925, in Warsaw, Wyoming County, New York. He was the son of Vernon Purciful Fenner and Lila Madison Fenner. He served in the 317th Infantry Regiment, 80th Infantry Division, as a Private during World War II.

Pvt Fenner was Killed in Action on November 28, 1944, during the liberation of Seingbouse, France. He is now buried in the Lorraine American Cemetery and Memorial, Saint-Avold, Département de la Moselle, Lorraine, France.
