Armstrong was born in Monkton, Maryland, on September 25, 1921. Before enlisting in the Army, Armstrong worked as a taxi and truck driver. He enlisted at Fort Devens, in Massachusetts, on September 15, 1942, where he entered into service with Company A of the 825th Tank Destroyer Battalion. During combat in Stavelot, Armstrong's vehicle was hit by a German artillery shell; he and five other soldiers were killed by machine gun fire while attempting to escape from their vehicle.
