When Joseph Barber was born on December 17, 1882, in Putnam, West Virginia, his father, Samuel, was 25 and his mother, Mary, was 18. He had two brothers and two sisters. He entered the military service in Washington and served in the U.S. Army during World War I as a Private in Company A, 28th Infantry Regiment, 1st Infantry Division. He was Killed in Action but declared "Missing" on July 20, 1918 and is memorialized on Tablets of the Missing, Aisne-Marne American Cemetery, Belleau, France.
