Arthur P. Kelley was born on 1876 in Lowell, Middlesex County, Massachusetts. He was the son of Andrew Kelley and Laura E. Wells Kelley. He served in the U.S. Army during World War I as a Sergeant in the 101st Sanitary Train, 26th Infantry Division. He died on July 5, 1918 and is now buried in St. Mihiel American Cemetery, Thiaucourt, France.
