Francis E. Donley was born in 1915 in New Hampshire. He enlisted in the Army on July 25, 1940, prior to the war, in Boston, Massachusetts. He was noted, at the time of his enlistment, as being Single, without dependents. Francis served as a Sergeant, 32nd Field Artillery Battalion, 1st Infantry Division, U.S. Army during World War II. He resided in Sullivan County, New Hampshire prior to the war. He was Killed in Action on August 6, 1944 and is now buried in Brittany American Cemetery, Montjoie Saint Martin, France.
