Hugh C. Blue was born on January 14, 1918. He served in the U.S. Army during World War II as a Technician Fifth Grade in the Field Artillery of the 1st Infantry Division. He died on December 21, 1944 at the age of 26 and is now buried in Pisgah Cemetery, Perry, Taylor County, Florida, USA. His name is commemorated on the First Infantry monument in Bullingen, Belgium and ranked as a Corporal.
