When William MacIntosh Throop was born on March 15, 1904, in Mount Vernon, New York, his father, William, was 31 and his mother, Margaret, was 30. He married Isabelle Townley Thomas and they had one son together. He then married Jane Carneal O'Flaherty on May 12, 1934.

William volunteered for the American Field Service (AFS) in December 1940. He volunteered to join the Hadfield-Spears Unit, serving with the de Gaulle forces in Africa and Syria. However, the equipment from England was delayed upon his arrival overseas, but he nevertheless volunteered in the meantime to help in hospitals. It seems that Mr. Throop was not a member of AFS after 1941, probably due to the establishment of the Vichy government in France (consequently causing the AFS to stop serving alongside the French military at that time.) He died on August 13, 1960, in Paris, France, at the age of 56, and was buried in the American Legion Mausoleum just west of Paris.
