Bert Vern Frame was born on May 21, 1922 in Jennings, Pawnee County, Oklahoma. He was the son of Ralph Robert Frame and Burchie B. Frame. Bert served in the US Air Corps as a First Lieutenant and Pilot of an aircraft during World War II. He was Killed in Action on May 4, 1945 and is now buried in the Pixley Cemetery, Fairfax, Osage County, Oklahoma, USA.

He was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China 1945-01-08.
