Albert Outzs Kemp was born in Trenton, South Carolina in 1924, the son of Henry Beattie and Francis Elizabeth Outzs Kemp. He attended Clemson University, majoring in Engineering until he was inducted into the military at Fort Jackson, South Carolina on March 24, 1943.

After basic training, he was assigned to aerial gunnery school. Upon completion of this course, he was promoted to Sergeant and assigned to an operational unit for further training and familiarization with gunnery techniques. He was also assigned to a crew headed by Lt. William A. Wilson. This crew flew to England on October 17, 1944 where they were assigned to the 563rd Bomb Squadron of the 388th Bomb Group.

Their first combat mission was flown on November 6, 1944, but was not credited as the aircraft aborted due to engine failure. Their next mission came on November 25 as part of a raid on the Leuna Synthetic Oil Plant at Merseberg, Germany.

The target was reached, and by all accounts, bombed successfully. After the attack, in heavy flak and with all crew members wounded, the pilot attempted to reach Allied lines. He got as far as Luxembourg where he crashed a few miles from the lines.

Three of the crew men survived the crash, but were captured by the Germans. They were treated for their wounds then sent to a POW camp. The remaining 6 members who were killed were buried in a local cemetery. After the war, they were removed to Luxembourg American Cemetery. Sergeant Kemp was one of the many brave Americans of the 388th Bomber Group who lost their lives in aerial operations against the German forces from June 1943 - August 1945.
