Cecil L. Wells was born on February 7, 1917, in Knoxville, Knox County, Tennessee. He was the son of Taylor Wells and Gussia M. Kuethe Wells.

Colonel Wells was the commanding officer of the 358th "Orange Tails" Fighter Group from January 1, 1943, to September 1944. He died while bailing out of his damaged Thunderbolt after leading a ground support mission.

On September 13, 1944, he took off from A-28 airfield in Pontorson, France on a mission to support ground troops in Metz / Nancy, France. His plane was hit by flak and crashed near Metz. Col Wells is now buried in the Valley View Cemetery, Edwardsville, Madison County, Illinois, USA.
