Richard D. McMinn was born on September 24, 1919, in Buffalo, Harper County, Oklahoma. He was the son of Charles Edward McMinn and Dessie Hoff McMinn. Richard was a graduate of Roosevelt lower division high school, Salt Lake City, and the Roswell Military Institute, New Mexico. He enlisted in the air corps in October 1941 and was shipped overseas, where he served with the RAF. When the United States entered the war, he transferred to the American forces.

Cpt McMinn served in the 334th Fighter Squadron, 4th Fighter Group. He was piloting the P-47 Thunderbolt #41-6204 at the time of his death. His P-47s originally carried the 'last two' of the serial number for identification. '04' was later to become QP-M. At some stage, the rear fuselage was repainted and was lost with Capt. McMinn on April 15, 1943. McMinn was hit by an FW.190 and crashed into the North Sea 20 miles East of Felixtowe, England. He was killed in action.

Cpt Mcminn was declared Missing in Action. His name is memorialized at the Tablets of the Missing, Cambridge American Cemetery, Cambridge, United Kingdom.
