C. G. Howard was born on 12 February 1925 in Oklahoma. He was the son of Chieve G Howard and Anna Auguste Willms Howard.

He served in the 334th Fighter Squadron, 4th Fighter Group, as a Second Lieutenant and pilot of the P-51 #43-24841. On 18 August 1944, he took off from Station 356 in Debden, England, on an escort mission to Beauvais, France. His section was attacked by 15 ME-109’s while on a strafing show. 2Lt Howard was shot down in the ensuing melee. Though not seen to go down, the section leader did see two parachutes in the vicinity but was unable to confirm the identity of either. 2Lt Howard's aircraft crashed west of Beauvais, France.

He is now buried in the Memorial Park Cemetery, Tulsa, Tulsa County, Oklahoma, USA.
