Elmer Hartman was born on 27 January 1920. He was the son of Phillip Hartman and Mary Elizabeth Lautenschlager Hartman.

Elmer served in the 436th Fighter Squadron, 479th Fighter Group, as a Captain during World War II. He was Killed in Action on 4 August 1944, at the age of 24, and is now buried in the Riverview Memorial Gardens, Worland, Washakie County, Wyoming, USA.
