Vivian Eugene Watkins was born on August 30, 1908, in Fort Pierce, Florida. He was the son of Paul Eugene and Mattie W. Watkins, of Belmont, California.

Vivian joined the Royal Air Force Volunteer Reserve and was assigned to the 121 Eagle Squadron. He was later transferred to the 234 Squadron. On a mission in Spitfire BL831, he was shot down by a Focke Wulf 190A-2 from 4./JG26 on April 24, 1942, over Berck-sur-Mer, France. He is now buried in the Bergen-op-Zoom War Cemetery, in the Netherlands.
