Max Welker Conn was born on May 20, 1920, in Pekin, Illinois. He was the son of Perry Conn and Gaye W Welker Conn. He was married to Dalpha M. Reed.

Max was a 1938 graduate of Pekin High School and an assistant manager of the Empire Theater in Pekin before he enlisted on August 27, 1941. He served in the 506th Fighter Squadron, 404th Fighter Group, as a Pilot of the P-47D #42-27349 during World War II. On August 27, 1944, 1Lt Conn took off from A-5 'Chipelle' airfield in Cartigny-L'Epinay, France, for a mission. At 2:15 PM, he was shot down in a dogfight by a fighter and crashed near 8km northwest of Coulommiers-Voisins aerodrome. 1Lt Conn was killed in the crash. He is now buried in the Lakeside Cemetery, Pekin, Tazewell County, Illinois, USA.
