Stephen Tracy Webster was born on December 18, 1897, in Augusta, Maine. He was the son of Sereno Clifford Webster and Alice Etta Tracy Webster.

Stephen served in the Air Service as a First Lieutenant during World War I. He died in France on August 28, 1918, and is now buried in the St. Mihiel American Cemetery, Thiaucourt, France. He has a cenotaph located in the Wall Cemetery in Maine. He was one of the 171 American servicemen who trained at the Third Aviation Instruction Center in France and died between 1917-1919.
